although the primary use is industrial. Most of the property in the Industrial Corridor is <br />designated for industrial uses in the Metro Plan. <br />The City desires that all properties in the Industrial Corridor be annexed to the City by <br />2010 and serviced by the City local} and Metropolitan Wastewater Management <br />Commission ~regional~ sewer system by 2000. Both parties recognized that new <br />development in the Industrial Corridor area should be connected to any available City <br />sewer system at the time of development and receipt of a building permit. <br />The City Engineer initiated the project to construct a sewer collection system on March 6, <br />1997, as provided for in the Eugene Code 7. ~ 608} and tf~e City Council formed the LID <br />on June 23,1997. The project has been completed, and final assessment costs have been <br />calculated. <br />PROJECT DESCRIPTION <br />The project included construction of 4465-feet of gravity sewer pipe from 650 feet south <br />of Beltline Road to Kaiser Avenue. <br />ASSESSMENT <br />Under City of Eugene assessment policy, 47 percent of the improvement costs will be <br />distributed to the abutting property owners with the balance financed by the City. The <br />final assessable costs have been calculated based on this sharing of the costs. <br />Total Assessable Cost: $ 774,202.71 <br />Total Assessable Area: 1,353,311 Square Feet <br />Lateral Sewer Line Cost: $ 0.491per square foot of assessable area <br />Service Cost: $ 3,484.201each <br />These final costs reflect an approximately 420 feet extension of this project to the south, <br />enabling two (2} additional lots to become part of the LID. <br />The cost to resurface Prairie Road was distributed among the properties that receive <br />services from this system. The costs were broken into two ~2~ components. Resurfacing <br />cost associated with the main line sewer trench is part of the~lateral cost. The resurfacing <br />cost of the service line trench is part of the service cost. <br />In 1996, a portion of this sewer system was constructed as part of Lane County's <br />improvement project along Irving Road. Properties along Irving Road from the <br />Northwest Expressway west to 1900 feet west of Prairie Road are served by this portion <br />of the system. These properties where not assessed for this construction.
