GRDINANCE N4.20159 <br />AN ORDINANCE AMENDING THE EUGENE-SPRINGFIELD <br />METRGPULITAN AREA GENERAL PLAN T4 ADGPT A NEw <br />"RESIDENTIAL LAND USE AND HOUSING ELEMENT" AND RELATED <br />CHANGES T4 THE PLAN TEST AND GLGSSARY; ADGPTING A <br />SEVERABILITY CLAUSE; AND PRaVIDING AN EFFECTIVE DATE. <br />The City Council of the City of Eugene finds that: <br />A. Chapter 1V of the Eugene-Springfeld Metropolitan Area General Plan ~"Metro <br />Plan"} sets forth procedures for amendment of the Metro Plan, which for Eugene are implemented <br />by the provisions of Sections 9.118 through 9.136 of the Eugene Code,1971. <br />B. The Councils and Board of Commissioners of Springfield, Eugene, and Lane County <br />voted to initiate review of the Residential Land and Housing Element as part of the Metro Plan <br />Periodic Review Work Program approved by the Dregon Department of Land Conservation and <br />Development ~DLCD} in May 1995. <br />C. The study was guided by a Citizen Advisory Committee appointed by the three <br />jurisdictions. <br />D. The Planning Commissions of Eugene, Springfeld, and Lane County conducted joint <br />public hearings on the Citizen Advisory Committee recommendations on April 14 and 16,1998 and <br />joint work sessions of August 18 and October 13,1998. <br />E. The Planning Commissions of Eugene, Springfield, and Lane County, on November <br />30,1995, January 5,1999, and January 19,1999 respectively, unanimously recommended approval <br />of the proposal as modified. <br />F. Evidence exists within the record indicating that the proposal meets the requirement <br />of Chapter 9 of the Eugene Code,1971, and the requirements of applicable state and local laws. <br />action. <br />G. The Eugene City Council has conducted public hearings and is now ready to take <br />Grdinance -1 <br />
