Land in residential use occupies the lar est share of <br />g <br />land vv~th~n the urban growth boundary, The existing housing stock and residential land su 1 <br />Pp y <br />and its relationship to other land uses and infrastructure is critical to the future needs of all <br />residents. <br />This element addresses State Housing Goal 10, `To provide for the housing needs of citizens of <br />the state.' Housing demand originates with the basic need for shelter but continues into the <br />realm of creating communities. The policies contained in this element are based on an anal sis <br />Y <br />of land supply and existing and future housing demand ~nclud~ng ex~sting hous~n roblems and <br />gp <br />the needs of the expected future population. Numerous factors were reviewed to develo a <br />. p <br />pro~ectlon of future housing demand ~nclud~ng projected number of households, household <br />income, age, household size, household type and special housing needs. The back round <br />. g <br />material vv~th this analysis is contained in two documents, the 1999 Supply and .Demand <br />2'echnical Analysis; and the 1999 Site Inventory Document. <br />This element is organized by seven topics related to housing and residential land, These to ics <br />, p <br />include: <br />• Residential Land Supply and Demand; <br />• Residential Density; <br />• Housing Type and Tenure; <br />• Design and Mixed Use; <br />• Existing Housing Supply and Neighborhoods; <br />• Affordable, Special Need, and Fair Housing; and <br />• Coordination. <br />The applicable f ndings and policies are contained under each topic heading. <br />Finally, the policies listed provide direction for the local jurisdictions in preparing zoning and <br />development regulations to address future housing needs. <br />Each jurisdiction will be responsible to implement the policies contained in the Residential <br />Element.
