Boundary designated for agricultural use and thus this study and the proposed amendments do <br />not affect Metro Plan campliance with Goal 3. <br />Goal 4 -Forest Lands: To conserve forest lands by maintaining the forest land base and to <br />protect the state's forest economy by making possible economically efficient forest practices that <br />assure the continuous growing and harvesting of forest tree species as the leading use of forest <br />land consistent with sound management of soil, air, water, and f sh and wildlife resources and to <br />provide for recreational opportunities and agriculture. <br />There are no lands within the Eugene-Springfield Metropolitan Area General Plan Urban Growth <br />Boundary designated for forest use and thus the proposed amendments do not affect Metro Plan <br />compliance with Goal 4. <br />Goal 5 -Open Space, Scenic and Historic Areas, and Natural Resources; To conserve open <br />space and protect natural and scenic resources. <br />The 1999 Supply and Demand Technical Analysis provides detailed analysis of how the <br />Residential Land and Housing Study addressed constrained lands such as sloped lands, wetlands, <br />floodway and flood plain areas, and waterway corridors see pages 32 - 46}. The Residential <br />Land and Housing Study also discounted the available residential vacant land by 3Z percent in <br />part to cover areas that would be reserved for open space, parks, and other natural areas. <br />Adoption of the proposed Metro Plan amendments will not cause the loss of significant Goal 5 <br />resources. Therefore, the amendments are consistent with Goal 5. <br />Goal 6 -Air, water, and Land Resources Quality: To maintain and improve the quality of <br />the air, water, and land resources of the state. <br />The 1999 Supply and Demand Technical Analysis addresses constrained lands and excludes <br />from the available land inventory all land within a 75 feet of Class A streams or ponds and ~5 <br />feet of Class B streams or ponds. This limitation allows for buffer and protection of these stream <br />corridors which will protect water quality. The proposed amendments to the Metro Plan do not <br />concern waste and process discharges that would impact the quality of air, water and land <br />resources. Therefore, these amendments are consistent with Goal 6. <br />Goal 7 -Areas Subject to Natural Disasters and Hazards: To protect life and property from <br />natural disasters and hazards. <br />As addressed in the 1999 Supply and Demand Technical Analysis, vacant areas within the <br />floodway are designated as unbuildable and subtracted from the land supply. Further, in <br />Springfield, land within the 1 ~~-year flood plain was not assigned any housing development, due <br />to flooding and high water potential. Land in the Eugene flood plain was not subject to this <br />restriction due to findings by the Eugene Planning Commission that these areas could be <br />developed at planned density by adhering to flood plain regulations in the Eugene Code. <br />6 - Findings in Support of Metro Plan Amendments <br />
