The followin <br />g <br />policies provide this direction; <br />Policy 3 Provide an adequate supply of buildable residential land within the UGB <br />for the 20-year planning period at the time of Periodic Review. <br />Policy 4 Use annexation, provision of adequate public facilities and services <br />s <br />rezoning, redevelopment, and in-f 11 to meet the 20-year prod ected housin <br />g <br />demand. <br />Policy 5 Develop a monitoring system that measures land consumption, land <br />values, housing development and housing density and reports to the <br />community on an annual basis. <br />Policy d Endeavor to provide key urban services and facilities required to maintain <br />a five-year supply of serviced, buildable residential land. <br />These policies support providing a 20-year supply of land for the planning period and show how <br />to facilitate meeting the demand through tools such as annexation and provision of ublic <br />... They also call for developing a monitoring system to measure the <br />consumption of land. <br />The next topic in the element, Residential Density, lays out mechanisms to better utilize land <br />within the urban growth boundary. <br />Policy 9 Promote higher residential density inside the urban growth boundary that <br />utilizes existing infrastructure, improves the efficiency of public services <br />and facilities, and conserves rural resource lands outside the urban growth <br />boundary. <br />Policy 10 Generally locate higher density residential development near employment <br />or commercial services, in relationship to mayor transportation systems or <br />withintransportation-efficient nodes, <br />Policy 12 Increase overall residential density in the metropolitan area by creating <br />more opportunities for effectively designed in-fill, redevelopment, and <br />mixed use while considering impacts of increased residential density on <br />existing and historic neighborhoods. <br />Policy 13 Review local zoning and development regulations periodically to remove <br />S - Findings in Support of Metro Plan Amendments <br />
