GRDINANCE Np. 20164 <br />AN ORDINANCE CGNCERNING THE EMERGENCY CGDE; <br />ADDING SECTION 2.1055; AMENDING SECTION 2.1990 OF <br />THE EUGENE CODE,1971. <br />The City Council of the City of Eugene finds that; <br />A. The state of Dregon has assigned the responsibility for responding to emergencies and <br />disasters to local governments. 1t is necessary to provide for regulations which set forth the <br />responsibilities of the City in the event an emergency or disaster exists within the City. The <br />regulations are intended to reduce the vulnerability of the City to loss of life, injury to ersons or <br />p <br />property and human suffering and financial loss resulting from emergencies and to assign authority <br />and responsibilities in the event of an emergency or disaster. <br />NOW, THEREFORE, <br />THE CITY OF EUGENE DOES ORDAIN AS FnLLOWS: <br />Section 1. A caption and a new Section 2.1055 is hereby added to the Eugene Code, <br />1971, to provide: <br />EMERGENCY CEDE <br />2.1055 Emer enc Code. <br />~1~ Definitions. For purposes of this section, the following words and phrases <br />mean: <br />Disaster. An occurrence or imminent threat of widespread or severe damage, <br />injury, or loss of life ar property resulting from any natural, technological or human- <br />made cause including fire, fload, earthquake, windstorm, wave action, oil spill or <br />other contamination, radioactive incident, epidemic, air contamination, blight, <br />drought, infestation, explosion, riot, hostile or paramilitary action, or structure failure <br />of a dam, building or infrastructure, or other public calamity requiring emergency <br />action, <br />Emer enc , Any human-made, technological or natural event or <br />circumstance causing or threatening loss of life, injury to persons or property, human <br />ordinance -1 <br />
