which are required for implementation of this code. <br />~2} The city manager may adopt a solid waste systems benefit fee under section <br />2,020 of this code, or may enter into an intergovernmental agreement with Lane County to authorize <br />Lane County to impose and collect within the city a solid waste systems benefit fee in the same <br />amount that applies outside the city, to fund the cost of waste management programs and community <br />services, including but not limited to recycling education, recycling drop-off facilities, household <br />hazardous waste programs and facilities, solid waste transfer sites and technical assistance services <br />for businesses. <br />Section 3. Subparagraph ~a} of Section 3.270 of the Eugene Code, 1971, is amended to <br />prove e: <br />3.274 Solid ~]Vaste and Rec clin -Licensee Res onsibilit . In addition to <br />the requirements of section 3.041, each licensee shall: <br />~a} Dispose of solid waste at sites authorized by the Oregon Department <br />of Environmental Quality, except that solid waste to be used for agricultural or <br />feeding purposes or recyclables shall be disposed of in the manner appropriate to <br />future use in compliance with ORS Chapter 459 and any rules or regulations adopted <br />pursuant to such statute. <br />Section 4.
