Alton Baker park is within the Urban Growth Boundary and has access to all urban services. No <br />extension or addition of public facilities and services is needed as a result of the new cans <br />p <br />which will govern park development and management upon repeal of the I986 Plan. Therefore <br />repeal of the 1986 Alton Baker Park Master Plan does not affect Metro Plan com fiance with <br />p <br />Goal 1 1. <br />Goal 12--Transportation: To provide and encourage a safe, convenient and economic <br />transportation system. <br />While Alton Baker Park's primary purpose relates to meeting Goals 5, 8 and 1 S, it is reco nized <br />. g <br />that certain trails w~th~n the park help encourage alternative transportation modes--bic clip and <br />. Y g <br />waik~ng. Trails through the park create convenient and enjoyable routes for eo le commutin <br />p p g <br />to work or school, people going shopping, to events at Autzen Stadium, other destinations in <br />general, or getting to events within the park. Path design and construction is done with <br />alternative mode transportation in mind as much as it is far circulation within the ark. Both <br />. p <br />East and Nest Plans continue to provide for a path system designed to accommodate bic cie and <br />y <br />pedestrian transportation, Therefore, the repeal of the 1986 Alton Baker Park Master Plan is <br />consistent with Goal 12 and will not affect Metro Plan compliance with Goal 12. <br />Goal 13--Energy Conservation:. To conserve energy. <br />The new East and West Alton Baker Park Plans do not have energy conservation as a s ecific <br />. p <br />ob~ect~ve. As stated s~m~lariy ~n the comments under Goai 6 above, the rovision of a voile of <br />. p ~' <br />unique recreational pursuits close to home, as called for in the new plans, will reduce peo les <br />. .. p <br />need to travel out of town for experiences ~n nature, participate ~n cultural events, en a e in <br />. gg <br />certa~,n water related reereat~an, etc. Therefore, the repeal of the 1986 Alton Baker Park Master <br />Plan will not affect Metro Plan compliance with Goal 13. <br />Goal 14--Urbanisation: To provide for an orderly and e~cient transition om rural to urban <br />land use. <br />The park area is within the Eugene and Springf eld City Limits and the Urban Growth Boun <br />~~ <br />The park is designated for Park and open Space on the Metro Plan Diagram, will not be <br />designated or developed for anything other than park, recreation and opens ace oses <br />. P p~ <br />according to the Fast and VLtest Alton Baker Park Plans. Repeal of the 1986 Alton Baker Park <br />Master Plan will not change the Metro Plan Diagram. Therefore, there eal of the 1986 Alton <br />p <br />Baker Park Master Plan~will not affect Metro Plan compliance with Goal 14. <br />Goal 15~Willamette Greenway: To protect, conserve, enhance and maintain the natural, <br />scenic, historical, agricultural, economic and recreational qualities of land alon the Willamette <br />f ~ ~ <br />~rver as the N~illamette River Greenway. <br />The entire area of ,Alton Baker Park lies within the 'VLrillamette Greenway boon <br />dart' <br />Development within the Crreenway is governed by the Metro Plan goal, policies and ob' ectives <br />.
