ORDINANCE Na. 5 9 41 AN ORDINANCE REPEALING THE 1986 ALIGN BAKER PARK MASTER PLAN A REFINEMENT PLAN TG THE EUGENE-SPRINGFIELD METRGPQLITAN AREA GENERAL PLAN. The City Council of the City of Springfield finds that: WHEREAS, on August 4, 1986, the Springfeld City Council adopted Ordinance No. 5350 adopting the Alton Baker Park Master Plan, a ref nement plan to the Eu ene-S rin field Metro olitan g p g p Area General Plan; and WHEREAS, in November I99Z, the voters of Lane County enacted Ballot Measure ZO-O1 East Alton Baker Park Charter Amendment, effective March 3,1993; and WHEREAS, Ballot Measure 20-01 specif ed conditions for the development of East Alton Baker Park and established a process for the preparation of a new East Alton Baker Park Plan consistent with the Ballot Measure; and WHEREAS, in February I993, the Board of County Commissioners entered into an intergovernmental agreement with the City of Eugene, City of Springfield and 'L~illamalane Parks and Recreation District and conveyed ownership of the Central Section of East Alton Baker Park to Eu ene g and of the Eastgate Section of East Alton Baker Park to Springf eld. S rin f eld, in. turn conve ed P g ~ y ownership of the Eastgate Section to the W~llamalane Park and Recreation District; and WIiEREAS; the intergovernmental agreement included use conditions and descri Lion of the East . p Alton Baker Park planning process consistent with Ballot Measure 20-01; and WHEREAS, the East Alton Baker Park Citizen Planning Committee was established in A ril .. p 1993, ~olntly staffed by the Clty of Eugene and the W11Iamalane Park and Recreation District and forwarded a recommended plan for Easy Alton Baker Park to the Eu ene Ci Council and Willamalane g t3' Board of Directors In dae summer of 1995; and WHEREAS, in January and March 1996, the Eugene City Council and Willamalane Board of Directors adopted the East Altars Baker Park Plan; and WHEREAS, in July 1997, following three public comment sessions and a public hearin ,the Ci g ~ of Eugene adopted a development plan for West Alton Baker Park; and WHEREAS, in May 1999, the Eugene City Council initiated proceedings to re eaI the 1986 p Alton Baker Park Master Plan; and An ordinance repealing tl~e 19$6 Altars Baker Park Master Plan , a refinement plan to tfte Eugene-Springfeld Metra~olitan Area General Plan Page 1 of Z
