<br /> <br />ECC <br />UGENE ITY OUNCIL <br />AIS <br />GENDA TEM UMMARY <br /> <br /> <br /> <br /> <br />Work Session: River Avenue Improvements <br /> <br /> <br />Meeting Date: December 12, 2005 Agenda Item Number: B <br />Department: Public Works Staff Contact: Michelle Cahill <br />www.eugene-or.gov Contact Telephone Number: 682-6855 <br /> <br /> <br /> <br /> <br />ISSUE STATEMENT <br /> <br />A conceptual design for transportation improvements for River Avenue has been developed and <br />approved by the River Avenue Stakeholders Group and is included as Attachment A, sections 1 and 2. <br />The City Council is being requested to approve the conceptual design for River Avenue and direct the <br />City Manager to proceed with the final design and bidding of an improvement project. <br /> <br /> <br />BACKGROUND <br />In April 2005 after a public hearing and consideration of a resolution to form a local improvement <br />district (LID) for improvements to River Avenue between River Road and the ramps to the Beltline <br /> <br />Highway, the City Council passed the following motion: <br /> <br />Substantially modify the improvements, rebidding if necessary, and then conduct a hearing on the <br />modified improvements. <br /> <br />The council also directed staff to conduct more outreach and solicit more public input in the redesign of <br />transportation improvements for River Avenue. <br /> <br />City staff developed and implemented a public outreach plan that included 11 meetings: <br />1. Four outreach meetings (with the River Avenue property owners and residents, the Santa Clara <br />Community Organization, River Road area residents, and the Eugene Bicycle Coalition) to solicit <br />public input on the redesign of River Avenue. Comments received are included in Attachment A, <br />Section 5. <br />2. Three meetings with an 11-member stakeholder group representing the River Road and Santa Clara <br />community organizations, the Eugene Bicycle Coalition and the property owners along River <br />Avenue. The Stakeholder Group meetings were facilitated by a professional facilitator. The <br />facilitator’s Summary Report is included as Section 3 to Attachment A. At its third meeting, the <br />Stakeholder Group reached consensus on a conceptual design for River Avenue. The motion passed <br />by the Stakeholder Group is shown as Section 1 to Attachment A. <br />3. Four meetings following the Stakeholder Group meetings to report back to the various interest <br />groups, present the conceptual design for River Avenue, answer questions regarding the design and <br />solicit comments on the design.
