Bicycle lanes on both sides of the street all the way from River Road to the connection with Division Avenue are critical, as are sidewalks. And the sidewalks really must be provided on both sides of the street since there are pedestrian generators on both sides. The pedestrian refuge islands located where the paths meet River Avenue are also very important to provide a safe landing spot for cyclists and pedestrians as they attempt to cross to the street (to get to the proper bicycle lane for cyclists or to their destination for pedestrians). The pedestrian refuge island at the VA clinic is needed for the large volume of clients who ride the bus. They will not walk the extra distance to the River Road signal to cross River Avenue-it is human nature and many of them are either elderly or ill. 115 July 18 ESC Sidewalks and bike lanes at least west of water treatment plant.
