And <br /> the sidewalks really must be provided on both sides of the street since there are <br /> pedestrian generators on both sides. The pedestrian refuge islands located where <br /> the paths meet River Avenue are also very important to provide a safe landing spot <br /> for cyclists and pedestrians as they attempt to cross to the street (to get to the <br /> proper bicycle lane for cyclists or to their destination for pedestrians). The <br /> pedestrian refuge island at the VA clinic is needed for the large volume of clients <br /> who ride the bus. They will not walk the extra distance to the River Road signal to <br /> cross River Avenue-it is human nature and many of them are either elderly or ill. <br /> 115 July 18 ESC Sidewalks and bike lanes at least west of water treatment plant.
