<br />Mr. Meeker stated that 80 percent of the traffic traversed the western end of River A venue. He averred <br />the west end needed attention first. <br /> <br />Mr. Spain agreed with Mr. Hill's proposal to have the demarcation for the two segments at Ross Lane <br />given the large number of industrial vehicles making ingress and egress to River Avenue at that point. <br /> <br />Mr. Samer pointed out that the group needed to consider how stormwater would be handled at the point at <br />which the road standard changed. <br /> <br />Mr. Hoobyar asked the group to consider whether it was significant at this point to decide the demarcation <br />between the two segments. <br /> <br />Mr. Hill reiterated that the number of industrial vehicles turning at Ross Lane warranted demarking the <br />two segments there. He also felt it would be prudent to include a pedestrian crossing at that point. <br /> <br />Mr. Hoobyar asked for a vote v,,'hat point the demarcation between the two segments of the road should <br />fall. <br /> <br />The group indicated a preference for demarcation of the two segments of River Avenue, <br />to be developed to different and more specific standards based on road usage, to occur at <br />Ross Lane by a vote 01'7:3. <br /> <br />Mr. Howard requested further information and possibly a legal opinion on whether the portion of River <br />A venue between Ross Lane and BeltJine Highway could be built to a lower standard. <br /> <br />Mr. Schoening stated that staff had met with legal counsel. He was not sure, at this point, what staff <br />would be inquiring about given that the "lesser standard" had yet to be defined. He added that his sense <br />was that the City was willing to designa road that ran counter to City standards. <br /> <br />Mr. Hoobyar suggested that staff get a sense of what the legal opinion would be on this. <br /> <br />Mr. Samer felt the group could design a simpler road that met City standards. He averred this was <br />different from recommending a design that was belov,; standards. <br /> <br />6.
