<br />IV.INFILL IMPACTS <br /> <br />This section focuses on the impact ofinfiU17 - building an additional house or <br />apartment on a lot with an existing residential structure or on a lot that's adjoined <br />by lots with existing residential structures. For reasons explained in the previous <br />section, much of the discussion of infill relates to the East Traditional <br />Neighborhood, the R-2 zoned, single-family residential area east of Chambers <br />Street. <br /> <br />General observations on infill in the CR project area <br /> <br />The best way to appreciate the impact of infiH in the CR project area is to walk <br />around the ETN, as described above. A good starting point is the block bounded <br />by W. 11th and W. 12th Aves. and Taylor and Almaden Streets. <br /> <br />Several things stand out: <br /> <br />· Many of the infiU projects with two or more units have degraded adjacent <br />properties and have been incompatible with the overall character of the <br />neighborhood. The impacts of in fill apartments in this category stem.from in <br />their poor siting, design, and/or construction quality. <br /> <br />· AJ/ of the infill developments with four or more units (total) on a lot have <br />degraded adjacent properties and have been incompatible with the overall <br />character of the neighborhood. <br /> <br />· None of the two-story, multi-unit apartments provides an example of <br />appropriately designed and sited infiJI. The lot configurations in this area <br />make it virtually impossible to add a two-story, multi-unit apartment to a Jot <br />with an existing house and not significantly degrade the privacy, view, and/or <br />sunlight exposure on one or more of the adjacent properties. There are also <br />few, if any, undeveloped sites where a two-story, multi-unit apartment could <br />be designed with a mass and scale that would be compatible with adjoining <br />properties. <br /> <br />· The cumulative impact of several inappropriate infill projects on the same <br />block significantly destabilizes the block. There are at least five blocks in the <br />ETN that show moderate to severe destabilization due to this cumulative <br />effect. <br /> <br />· Although the negative impacts ofinfilI have been substantial, the total number <br />of additional units added by infill is relatively small when considered in the <br />context of Eugene's overall population growth. <br /> <br />An implication of this observation is that inml that adds one to four units <br />behind some existing houses in a very small area of Eugene is not going to <br /> <br />17 In the context of CR residential areas, the leon "redevelopment" just means infill after destruction of an <br />existing dwelling.
