<br />Functional impacts on immediate neighbors <br /> <br />This category covers direct impacts of a structure and its associated driveway/ <br />garage/parking on adjoining properties. Impacts include loss of privacy, <br />restricting views, blocking the sun, car noise, etc. Whereas the next section of this <br />report covers primarily aesthetic concerns, this category addresses tangible effects <br />on neighbors, such as the loss of view or sunlight. <br /> <br />Reduced privacy impacts (P) <br /> <br />See VPS: 2 - Relationship to Neighbors <br /> <br />Pl. Views into adjacent dwelling. New infill creates close, direct view into <br />room(s) ofan existing dwelling that are typically unscreened in this <br />neighborhood's development pattern. <br /> <br />Example: There is an existing house on a short lot facing a cross street (e.g., at <br />945 Almaden Street). The rear of this house is close to the back lot line and is <br />where the dining room is located. Prior to any infill development, this dining <br />room faced a 5' hedge which bordered the side of the backyard for a single-family <br />house on a perpendicular, intersecting street (e.g., on W. 11th Avenue). <br /> <br />A two-story infill apartment was added to the back of adjoining lot (e.g., the <br />triplex at 1475/1477/1479 W. lIth Alley) such that the side ofthe new structure is <br />close to the rear lot line of the existing house. Windows in the second story (and <br />possibly first story) oftrus side of the new apartment building provide direct <br />views into the dining room of the existing house. <br /> <br />Notes; The proximity, height, and slope of both the existing and new structures' <br />adjacent walls, roofs, and dormers are factors that affect this type of impact. <br />Window placements in both structures are also factors. <br /> <br />P2. Views into adjacent backyard. New infill creates close, direct view into the <br />backyard of an existing home. <br /> <br />Example. See example PI for basic pattern, except existing house has backyard <br />(rather than a foom of the house) adjoining the side of the new two-story <br />apartment. <br /> <br />Notes: The proximity, height, and slope of the new structure's adjacent wall, roof, <br />-and dormer(s) are factors that affect this type of impact. Window placement in the <br />new structure structures is also a factor. <br /> <br />Reduced view impacts (V) <br /> <br />See VPS: 2 - Relationship to Neighbors. <br />Note, however, the VPS memo doesn't specifically discuss these two important <br />impacts. <br /> <br />VI. Excessive wall adjacent to existing dwelling.
