<br />VI. PROPOSED S-C/R-2 SUBAREA <br />DEVELOPMENT STANDARDS <br /> <br />This section presents CAFE-iN's objectives for development standards that cover the <br />S-CIR-2 subarea of the proposed "Chambers Special Area (S-C) Zone." This area is <br />identical to the "East Traditional Neighborhood" introduced earlier in this report <br /> <br />In the previous version of this report, we presented a detailed proposal for development <br />standards. These standards were formulated by extensive participation among residents <br />and by reviewing ideas presented by consultants working on the CR project team. We <br />made an effort to recommend just those "core" standards that were essential to protect the <br />stability and character of the ETN neighborhood. <br /> <br />Planning Division staff subsequently worked with CAFHN representatives to create <br />proposed standards for the S-CIR-2 subarea that incorporate many ofCAFHN's <br />recommendations. CAFHN has formally endorsed the resulting S-C zone proposal, <br />including the S-CIR-2 development standards. <br /> <br />In the current version of this report, we've removed our original standards proposal, but <br />have retained the objectives that motivated the original proposal and which the proposed <br />S-CIR-2 development standards support. <br /> <br />1. Dwelling units per lot <br /> <br />Objectives <br />. Allow increases in existing density levels consistent with protection of the <br />neighborhood character and stability. <br />. Encourage: <br />o Future development to be compatible with the neighborhood character, including <br />scale and intensity of development. <br />o Home ownership. <br />o Detached dwellings. <br />o Healthy greenscape and "urban forest." <br />o Pedestrian-friendly streets and sidewalks. <br />. Limit the number of dwellings per lot to levels that: <br />o Avoid substantial negative impacts on established residents and tenants. <br />o Avoid excessive traffic on the neighborhood streets and alleys. <br />o Preserve sufficient arable surfaces, both on the street and in the interior of blocks, <br />to support a healthy greenscape, including large trees that constitute the <br />established "urban forest." <br />.
