<br />EXHIBIT A TO ORDINANCE NO. <br /> <br />Legislative Findings <br />CA 04-5 and Z 05-14 <br /> <br />Establishment of the Special Area Zone <br /> <br />9.3010 Criteria (or Establishment of an S Special Area Zone. Before adopting an <br />ordlnan,ce establishiltg a S Special Area Zone, the city cOUltcil shall find that the <br />proposal is in compliance with followlng crUeria: <br /> <br />(1) The area to which the S Spedal Area Zone ls being applied meets at least one of <br />the followlng criteria: <br />(a) Is identified in the Metro Plan or a refinemem plan as approprlatefor <br />nodal development otfor a special range of uses or development that can best <br />be achieved with the use of a special area zone; or <br />(b) Possesses distinctive buildings or natural features that requlre special <br />consideration to ensure appropriate development, preservation, or <br />tehabilitatiOlt. In order to be considered distinctive, it must be demonsttated <br />that: <br />1. The area is characterlzed by buildings that metit preservation in <br />order to protect their specialfeatures; or <br />1. The area contains natura/features that have been identified by <br />the city as worthy of special treatment or preservation. <br /> <br />The Chambers area meets criterion (l)(a) above. This area is identified as area I.C. on the <br />unadopted advisory map entitled "Potential Nodal Development Areas for the Eugene- <br />Springfield Metro Area" in TransPlan. <br /> <br />, (2) An analysis of the area demonstrates how the uses and development standards <br />of the S Spedal Area zone ordinance will facilitate implementation of the <br />planned use of the property or the preservation or rehabmtation of distinctive <br />buUdings or natutal features of beltefit to the community. <br /> <br />The proposed amendment meets this criterion. The report, Chambers Reconsidered: Promoting <br />Compatible Development in a Mature Neighborhood (2005) provides an analysis of the area that <br />demonstrates how the proposed development standards of the Chambers Special Area Zone will <br />facilitate the planned uses in the area. The ETN, R-l and C-2 subareas each have specific <br />development standards that implement the recommendations of the analysis, which allows for <br />compatible infiU development within the neighborhood. <br /> <br />(3) Except for areas zoned S-H Historic Special Area zone, ti,e area to be classified <br />S Special Area iltcludes at least Y2 acre in area. <br /> <br />Exhibit A - 1 <br />
