<br />The proposed amendments support this policy. The area remains suitable for low-density <br />housing. New development standards applicable to the S-C/R-l subarea will promote the <br />development of additional acc~ssory dwelling in this zone, thus promoting infill development in <br />the area. Access to alley housing units is provided for in these amendments. <br /> <br />Central Low.Densitv Residelttial Area. (lih - 13th t Garfield to Chambers) "The low- <br />density designation recognizes existing residential development and land uses. The City <br />shall continue to recognize the residelztial character of the area llltd provide incentives for <br />public and private rehabilitation of rtl1ldown structures. In addition, the City shall <br />encourage block planning, infd/ing and shared housiltg. Access to housing units off of <br />alleys shall be accommodated when not in conflict with other policies and goals. " <br /> <br />The proposed amendments support this policy. The area remains suitable for low-density <br />housing. New development standards applicable to the S-CfR-l subarea will promote the <br />development of additional accessory dwelling in this zone, thus promoting infil1 development in <br />the area. Access to alley housing units is provided for in these amendments. <br /> <br />(3) The uses and density that wUl be allowed by the proposed zoning in the location <br />of the proposed change can be served through the orderly extension of key urbalz <br />facilities and services. <br /> <br />New development occurring within the area can be served through the orderly extension of key <br />urban facilities and services. <br /> <br />(4) The proposed zone change is consistent with tlte applicable siting requirements <br />set out for the specifw zone in: <br />(a) EC 9.2150 Commercial Zone Siting Requirements. <br /> <br />*** <br /> <br />(P) An uncodifled ordinance establishing a site specific S-H Historic Special <br />Area Zone, a copy ofwhiclz is maintained at the city's plaltlzing and <br />development department <br /> <br />EC 9.8865(4) does not include reference to siting requirements for the S-C Special Area Zone <br />because that zone is being created as part of this action. See below for discussion of amendment <br />to EC 9.8865(4) to add a reference to the siting requirements for this new special area zone. The <br />application of the S-C Special Area Zone to the proposed properties is consistent with the siting <br />standards proposed to be adopted for the special area zone. <br /> <br />Exhibit A - 8 <br />
