Mo-~ Ne~h~~. _J <br /> <br />From Design Professionals <br />· None cited. <br /> <br />CAFHN'S NEIGHBORHOOD CHARACTER DESCRIPTION <br /> <br />"lhe "East Traditional Neighborhood" (ETN) is the major part of the R-2 zoned area that lies east <br />of Chambers Street in the Chambers Reconsidered Study Area. Residents of this area frequently <br />cite the "neighborhood character" as the most important reason they choose to live here. Preventing <br />the erosion of this neighborhood character is a high priority for neighbors, and has been part of <br />official Eugene City land use policy since the Westside Neighborhood Plan was approved by the City <br />Council in 1987. Other policies, including Growth Management Policies, also support protection of <br />neighborhood character against incompatible development. <br /> <br />In the evolution of the project, as the "carrying capacity" of the neighborhood emerged as a <br />critical issue, the consultants requested that the active group of neighbors who later became <br />CAFHN prepare a description of defining characteristics of their neighborhood. This description <br />of neighborhood character, along with their thorough data collection, identification of building <br />locations and property information, has been invaluable in drafting the compatibility standards. This <br />work contributed a knowledge base for the project that was beyond the capacity and scope of the <br />TGM grant, and contributed significantly to the quality and accuracy of the proposed standards.
