l'age 1. 01 1.

4} Councilor Kelly is correct when he says it is essential that areas conducive to high density development be
identified and encouraged in order to achieve density goals. It also seems important to figure out how to allow
new opportunity areas that may legitimately evolve in the future. But adopting the standards before you does
nothing to hinder those necessary tasks. In fact. putting the standards in place to preserve what's there is the
critical first step in that process. This seems similar to the tree ordinance and other Eugene experiences where
we learned, sometimes the hard way, that it is essential to put the regulations in place without waiting for a long
process that could. by it's very existence, allow circumvention of the original goals.

In conclusion, I urge you to approve the Chambers Area standards before you as recommended by the Planning
Commission, City staff, and the neighborhood. Thank you for your continued service to the unique character of
our neighborhoods and our city.

Sincerely,
Steve R K. Gab

11/712005
