I have been a resident of this area for a number of years and we are in a constant battle to maintain the livability of this urban core neighborhood. One of the main problems has been the construction of inappropriate infi/l that degrades the quality of life and pushes families out to the suburbs. One notable example is a large 4~unit apartment block built off the alley near Adams and Broadway a couple years ago. This structure looms over the single-family homes that surround it, blocking light and completely destroying any sense of privacy for surrounding residents. This structure was clearly build solely for profit of the builders and will have no impact on Eugene's issues with urban sprawl. In fact, I would argue that by destroying livability and quality of life in our core neighborhoods, the city only encourages sprawl. Families will simply choose to live on the outskirts of town and drive in, rather than live in a neighborhood where an inappropriate apartment block can be erected looming over your house at any moment. The Chambers Special Area Zone, on the other hand, is a detailed plan to balance the need of infill with the livability of our urban core neighborhoods. It allows for over 50% greater density, and is widely supported by the residents of this area. Much thought and work has gone into this plan, which helps build and transform our neighborhood into the type of welcoming nodal community that this city has long sought.
