LOWE Allen 0

From: Lucinda Muniz-Hale {frlendlyalice@msn.com]
Sent: Thursday, November 10, 20053:22 PM
To: *Eugene Mayor and City Council
Cc: LOWE Allen D

November 10, 2005

Dear Mayor Piercy and Councilors:

I have lived in Eugene for 33 years, 28 of them in west Eugene, mostly on West 8th and on
Taylor Street. During that time I have seen many examples of the good, the bad and the ugly.

Much of the good Is embodied by the character of the Wests ide Neighborhood, a true
neighborhood with an identity and the cohesion, congeniality and heritage that go along with it.

The bad includes ill-conceived and poorly implemented projects and programs imposed on the
neighborhood, which has often been the City's dumping ground for programs unwanted elsewhere
and the City's testing ground for projects untried elsewhere.

The ugly comes in the form of inappropriately sited and sized projects and inappropriate
requirements, such as the parameters of the nodal development experiment that drove our family
from the neighborhood.

To its credit, the Westside has responded with resilience. Now it is time to respect rather than
exploit that resilience, and support and preserve the best aspects of the neighborhood's character
by giving the Chambers Special Area Zone your support.

Thank you for doing right by West Eugene, and demonstrating to all of us in neighborhoods
throughout the City a genuine regard for the citizen-stakeholders and a genuine desire to support
neighborhood values.

Sincerely,

Lucinda Muniz-Hale
2811 Tandy Turn
Eugene, OR 97401

11/1412005
