SUMMARY OF RECOMMENDATIONS <br /> <br />A. Funding Mechanisms <br />1) Immediate Action: <br />a) Develop a comprehensive community analysis that: <br />? <br /> <br />Identifies a specific set of goals, strategies, and actions which would be <br />targeted by a new funding source, and <br />? <br /> <br />Provides a roadmap for educating and informing the community prior <br />to a vote. <br />b) Continue the current annual appropriations of $150,000 for homeless prevention <br />and related services. <br /> <br />2) Short Term, limited duration: <br />Position the housing and homelessness issue for a local option levy ballot measure <br />that directs funding to high priority, highly feasible activities in a four to five year <br />time frame. In the interim, the committee recommends that local jurisdictions, <br />through the “United Front”, advocate for both rule changes and increased federal <br />funding to address low-income housing and homelessness. <br /> <br />3) Long Term permanent, sustainable funding source: <br />The committee recognizes the importance of a long-term stable funding source and <br />concludes that, despite the need, it is neither practical nor feasible to implement at <br />this time. Rather, the BRC or a new committee should be convened after there is a <br />track record from the local option serial levy. <br /> <br /> <br />B. Regional Approach <br />Work toward cooperative regional approaches to address the housing crisis. <br /> <br />C. Changes in local government policies <br />Examine laws and policies that contribute to the housing and homeless problems. <br /> <br /> <br />RECOMMENDATION A: FUNDING MECHANISMS <br /> <br />The Committee recommends three sequential approaches for Eugene City Council as well as <br />Lane County and Springfield to consider: 1) immediate action, 2) short-term, limited duration <br />funding, and 3) long term stable funding. <br /> <br />1) Immediate Action: Develop a comprehensive community analysis to identify a specific <br />set of goals, strategies, and actions to address low income housing and homelessness. A <br />targeted expenditure of $75,000 would support the development of this plan.
