Staff is not asking <br />the City Council to take any formal action as a result. <br /> <br /> <br />BACKGROUND <br /> <br />The owners of the Ems stated that Civic Stadium no longer fits the needs and requirements of <br />professional baseball, and that in order for the Ems to continue using Civic Stadium, the facility will <br />need major upgrades that the Ems estimate would cost at least $15 million. The Ems indicated that the <br />timeline for a commitment to make those improvements is very short. By the end of January, they <br />would need confirmation that $15 million has been set aside for the restoration and upgrade of Civic <br />Stadium. Pledges will not be sufficient, because of the current economic environment.
