<br />ADMINISTRATIVE ORDER NO. 21-99-01 <br />of the <br />City Manager <br />City of Eugene, Oregon <br /> <br />Directing Compliance With Local, State, and Federal Laws, Rules and <br />Regulations During City's Property Development Activities. <br /> <br />The City Manager of the City of Eugene finds that: <br /> <br />A. Under the provisions of Chapter IV, Section 16 of the Eugene Charter of <br />1976, the City Manager is designated as the administrative head of the City, specifically <br />authorized to appoint, remove, and direct all employees (except as otherwise provided in <br />the Charter), and to enforce all ordinances of the City. <br /> <br />B. In many instances, such as road maintenance and construction, planning and <br />implementation of park projects, downtown development activities, and implementation of <br />the City's Capital Improvements Plan, personnel of the City's Public Works Department <br />and Planning and Development Department direct projects that involve the development <br />of property or implementation of projects involving construction. <br /> <br />C. It is expected that the City will comply with all applicable local, state and <br />federal laws, rules and regulations, just as other developers, during such development <br />activity. <br /> <br />Now, therefore, <br /> <br />The City Manager of the City of Eugene Orders that: <br /> <br />1. Based on the above findings, which are hereby adopted, City personnel shall <br />ensure that during the City's development of property or implementation of projects <br />involving construction on City-owned property, the City shall comply with all applicable <br />local, state, and federal laws, rules and regulations. <br /> <br />2. During such development activities, City staff shall endeavor to set an <br />excellent example for others and not do anything that would lead to the perception the City <br />is failing to comply with applicable requirements. <br /> <br />3. This Order shall be forwarded to the Director of the City's Public Works <br />Department and Director of the City's Planning & Development Department, and each are <br /> <br />Administrative Order - 1 <br /> <br />06/16/99 <br />r:\admin\99cmocomado. wpd <br />
