<br />ADMINISTRATIVE ORDER NO. 44-96-02-F <br />of the <br /> <br />City Manager Pro Tern of the City of Eugene <br /> <br />ESTABLISHING A MONTHLY BilliNG FEE FOR <br />PROCESSING AND MAINTAINING SYSTEMS DEVELOPMENT <br />CHARGE ACCOUNTS PAID IN MONTHLY INSTAllMENTS <br /> <br />The City Manager Pro Tern of the City of Eugene finds as follows: <br /> <br />A. Section 2.020 of the Eugene Code 1971 authorizes the City Manager to <br />determine and set fees and charges to be imposed by the City for services, goods, use of <br />municipal property, and licenses and permits. <br /> <br />B. In accordance with the procedures set forth therein, on Apri I 1, 1996 I issued <br />Administrative Order No. 44-96-02, and on April 5, 1996 I notified the Mayor and City <br />Councilors that I intended to establish a monthly billing fee of $1.75 to be charged on all <br />Systems Development Charge accounts when the property owner has made arrangements <br />for monthly installments over a period not to exceed 10 years, as set forth in the Notice of <br />Intended Fee attached as Exhibit A thereto and incorporated therein by reference. <br /> <br />C. The Notice was also posted at two locations at City Hall and made available <br />for inspection by interested persons at the offices of the City's Administrative Services <br />Director, Aster Building, 860 West Park Street, Suite 300, Eugene, Oregon 97401. The <br />Notice provided that written comments would be received thereon for a period of 15 days <br />from the first date of posting. No comments were received within the time or in the manner <br />required by the notice. <br /> <br />D. I find that the fee set forth herein is consistent with applicable policies and <br />directives of the City Council, the amount charged by other comparable businesses for <br />such services, and is necessary in order to recover the costs incurred by the City in <br />processing and maintaining Systems Development Charge accounts that are paid in <br />monthly installments. <br /> <br />On the basis of these findings, I order that: <br /> <br />A monthly billing fee of $1.75 is hereby established for those Systems Development <br />Charge accounts for which the property owner has made arrangements for payment of the <br />account in monthly installments over a period not to exceed 10 years. <br /> <br />/JtJf2 <br />Dated this ~ day of January, 1997. <br /> <br />/ .,t)a /... h"llt NorM <br /> <br />~a H.
