<br />ADMINISTRATIVE ORDER NO. 44-97-07 <br />of the <br />City Manager of the City of Eugene <br /> <br />City/County Insurance Services <br />Trust Liability Risk Sharing Pool <br /> <br />The City Manager of the City of Eugene rmds that: <br /> <br />A. The City/County Insurance Services Trust (CIS), which is sponsored by the <br />League of Oregon Cities and the Association of Oregon Counties as a service to Oregon <br />cities and counties, offers pooled self-insurance offering cost stability and the potential for <br />long-term savings. <br /> <br />B. Membership in CIS is of benefit in managing the risks involved in providing <br />services to citizens of the City, and after reviewing the Trust Agreement, Bylaws and Rules <br />of CIS, and finding them to be in compliance with the charter and ordinances of the City, the <br />City Manager issued Administrative Orders No. 56-92-05 and 44-95-03 on June 24, 1992 <br />and November 21, 1995, respectively, ordering that the City of Eugene become a member of <br />the CIS Trust for a three year period commencing July 1, 1992, and a subsequent two year <br />period commencing July 1, 1995, and thereafter executed documents necessary to effectuate <br />the membership. <br /> <br />C. The Bylaws of the CIS Trust require that the governing body of the City agree <br />by resolution or contract to become a member of the CIS Trust. Pursuant to Section 16 of <br />the Eugene Charter of 1976, I am authorized to execute such contracts or agreements on <br />behalf of the City of Eugene through the properly signed application required by the CIS <br />Bylaws. The City Council has also by Resolution approved the concept of membership in <br />the CIS Trust. <br /> <br />D. The membership authorized by Administrative Orders No. 56-92-05 and No. <br />44-95-03 has now expired, and the City should continue its membership in the, CIS: l'ruft for <br />a three year period commencing July 1, 1997. <br /> <br />NOW, THEREFORE, <br /> <br />The City Manager of the City of Eugene orders that: <br /> <br />The City of Eugene shall become a member of the CIS Trust for General Liability <br />and Automobile Liability for activities relating to or arising out of the Intergovernmental <br />Narcotics Enforcement Team effective for a three year period commencing July 1, 1997, and <br />shall abide by the terms of the Trust Agreement, Bylaws, and Rules of CIS. I hereby agree <br />that I will execute such documents on behalf of the City as are necessary to effectuate <br />membership in the CIS Trust. <br /> <br />Dated this k day of August, 1997. <br /> <br /> <br />1rU~~ <br /> <br />Administrative Order <br /> <br /> <br />--- <br /> <br />City Manager <br />
