<br />Council goals/strategies for which in-kind service proposals will be accepted. <br /> <br />3.3 Providers may also forward proposals to provide in-kind services in <br />lieu of all or part of the 7% license fee and private communications system annual <br />license fee, although the primary evaluation criteria will place priority on program <br />administration and the City's list of community-wide telecommunication projects. <br /> <br />3.4 The "call" will apprise registrants/licensees that failure to provide all <br />or a portion of the approved in-kind services will result in termination of the <br />approval, and the registrantllicensee shall be required to pay to the City the <br />registration and/or license fee that would have been due if the in-kind services had <br />not been approved. <br /> <br />4. <br />criteria: <br /> <br />Evaluation Criteria. Proposals shall be evaluated based on the following <br /> <br />4.1 The proposal must have a value equal to or greater than the <br />registration and/or license fees, or the portion of those fees in lieu of which the City <br />will accept services. <br /> <br />4.2 The quality of the response to the Code requirement that the provider <br />forward an independent value analysis of the proposal, at the provider's own <br />expense. <br /> <br />4.3 The extent to which City-desired program administration expenses <br />and community telecommunication projects identified in the call are addressed. <br /> <br />4.4 The extent to which the proposal supports or achieves City Council <br />goals/strategies. <br /> <br />4.5 The extent to which cash reserves exist in program administration and <br />community projects accounts to make the in-kind service offer feasible, i.e. do cash <br />reserves exist to support fixed costs that cannot be supported through in-kind <br />service or equipment? <br /> <br />4.6 The extent to which the offer of service or equipment is compatible <br />with existing or planned City services and equipment. <br /> <br />5. Evaluation of Proposals. <br /> <br />5.1 Proposals shall be evaluated initially by an evaluation team consisting <br />of Franchise, Telecommunications, and Financial Management staff.
