determine it necessary to acquire certain ownership in fee <br />interests to the parcels of real property more articularl <br />p Y <br />described on Exhibit A attached hereto and incorporated herein b <br />Y <br />reference in order to construct the street improvements, public <br />facilities, development and redevelopment contemplated in the Plan. <br />This may include but is not limited to the Cit transferrin <br />Y g <br />ownership of some parts of the property to be acquired to other <br />public or private entities to accomplish the public purposes of the <br />Plan. <br />Section 2. The City Council does hereby direct that the Cit <br />Y <br />of Eugene shall institute proceedings in eminent domain for the <br />condemnation of the real property interests described in Section <br />1, and, at least 20 days prior to the filing of any action for <br />condemnation to make a written offer to the owners yr parties <br />having an interest therein of a stated amount as com ensation <br />p <br />therefor and for any compensable damages to remaining propert <br />Y• <br />Section 3. The City Council further directs that the Cit of <br />Y <br />Eugene shall obtain immediate possession of the real propert <br />Y <br />interests described in Section 1 if negotiations will dela the <br />Y <br />construction of the described improvements and facilities or Bela <br />Y <br />the contemplated development or redevelopment. <br />Section 4. The City Council hereby declares that the <br />improvements above set forth are for a public ur ose are <br />p p r <br />necessary for the public welfare, and are authorized under the laws <br />of the State of oregvn and Charter and ordinances of the Cit of <br />Y <br />Eugene. <br />Section 5.
