<br />~XH~B~T "B" <br />FINDINGS AND RECOMMENDATIONS <br />SUBJECT: PAVING, SIDEWALKS, STORM AND SANITARY SEWERS IN <br />ROOSEVELT BOULEVARD BETWEEN HIGRVV'AY 99 AND MAPLE <br />STREET CONTRACT 88-~01~ <br />BACKGROUND <br />Roosevelt Boulevard improvements from Maple Street to Highway 99 North is the final <br />phase of a multi-year project from Beltline Highway to Garfield Street. Similar to prior <br />projects, the City of Eugene and the Dregon State Highway Division have entered into. <br />agreements such that the City share for the improvements will be funded by Federal Aid <br />TJrban ~FAU} funds. Properties fronting the improvement will be assessed per Chapter 7 <br />Municipal Code guidelines. Those properties fronting the newly created roadway and not <br />taking access will have a deferred assessment until such time as access is requested. <br />Gn March 14, 1984, the City Council initiated the project by Resolution No, 3542. <br />Property owners were notified of the pending award hearing 11~ days prior to the award, <br />hearing. The project was authorized far the construction by the City Council on November <br />1,1987. The law bid was submitted by Wildish Corvallis Construction Co., for an amount <br />of $592,295.25. <br />Upon completion of the project notice of assessments were sent to affected property <br />owners, as of Thursday, March 22, 1990 the City has not received any written objections. <br />PROTECT <br />The project improvements includes 70-foot paving, curbs, gutters, sidewalks, bake lanes, <br />street lights and signals. <br />ASSESSMENT <br />Under City of Eugene assessment policy, much of the cost is assessed to the abutting <br />property owners.
