public hearing was advertised in accordance with the Oregon Public <br />Meeting Law and Eugene's own Code requirements. This citizen <br />involvement process exceeds the requirements of LCDC Goal 1, <br />Citizen Involvement. As a result of the public hearing testimony, <br />the Commissions recommended the proposed amendments to their <br />respective elected officials. <br />6. The Land Use element includes specific development <br />standards for Franklin Boulevard, McVay Highway, Willamette River <br />Greenway, and industrial development adjacent to residential areas. <br />The Transportation element contains policies and implementation <br />strategies to ensure safer, better developed, and more accessible <br />transportation networks in Glenwood. The Public Facilities and <br />Services element describes what services will be required as more <br />development takes place. The Environmental Design element provides <br />for, strengthening the image of the area through the use of urban <br />design techniques. There are some aspects of the refinement plan <br />that are specific to the Phase I area, in particular the Phase I <br />transportation strategies, but otherwise, the goals, policies, and <br />implementation strategies within the plan pertain to both phases. <br />7. The Planning Commission and City Council have reviewed <br />the revised Glenwood Refinement Plan. Based on the recommendation <br />of the Planning Commission, ,the public testimony, and the preceding <br />flndings, the City Council has determined that the Glenwood <br />Refinement Plan is consistent with the Eugene-Springfield <br />Metropolitan Area General Plan, as acknowledged by the LCDC, and <br />consequently this refinement plan conforms to applicable Statewide <br />Goals. <br />NaW, THEREFORE, <br />THE CITY aF EUGENE DOES GRDAIN AS FGLLGWS: <br />8ectian 1. The findings set forth above and in Exhibit C <br />attached hereto are adopted. <br />Section 2. The goals and policies contained in the Glenwood <br />Refinement Plan as described in the attached Exhibit A including <br />changes as described in the attached Exhibit B are adopted as <br />public policy by the City of Eugene. <br />Section 3. The Plan Diagram included in the Glenwood <br />Refinement Plan is hereby adopted as a refinement of the Eugene- <br />Springfield Metropolitan Area General Plan diagram. The <br />explanatory text discussing each segment of the Plan Diagram is <br />recognized as clarifying and providing further explanation of the <br />intent of the Metro Plan diagram. <br />Section 4. The implementation strategies and design <br />recommendations set forth in the Glenwood Refinement Plan are <br />recognized as potential means of addressing adopted policies but <br />ordinance - 2 <br />
