8.o75 Electrical~Spec,i„a1a~ Code. <br />~3} where any provision of Chapters 1, 2, or 3 of the Electrical <br />Specialty Code conflicts with section 8.005 of the Eugene Code, 1971, or the <br />regulations adopted thereunder, the latter section and regulations shall <br />control . <br />Section 11. Section 9.995 is hereby added to the Eugene Code, 1911, to <br />provide: <br />~r Adm~n~strat~ve C~v~l Penalt . <br />~,~~~~_ ~1} In addition to, and not in lieu of any other enforcement <br />mechanism authori Zed by this code, upon a determi nati on by the city manager <br />or his/her designee that a person has violated a provision of this chapter, <br />the city manager or designee may impose upon the violator and/or any other <br />responsible person, an administrative civil penalty as provided by section <br />2.018 of this code. For purposes of this section, responsible person in- <br />cludes the violator, and if the violator is not the owner of the building <br />or property at which the violation occurs, the owner as well. <br />~2} In addition to enforcement mechanisms authari zed elsewhere i n <br />this code, f ai 1 ure to pay an administrative penalty imposed pursuant to sub- <br />section ~1} of this section shall be grounds for withholding issuance of any <br />requested permits or licenses, issuance of a stop work order, if applicable, <br />ar revocation ar suspension of any issued permits or licenses. <br />Section 12. All fees i n existence at the time this Ordinance becomes <br />effective which have been established in or under authority of sections <br />amended or repealed herein, shall remain i n effect until new fees are estab- <br />1 i shed pursuant to the provisions contained herein . <br />Section 13.
