Section 6. Section 3,020 of the Eugene Code, 1911, is amended to pro- <br />vide: <br />3.024 Business Licenses - A lication for License. <br />~ 1 } An app~~ ~~~cati on forr a 1 i~cense, or for renewal of a l i tense <br />required by this chapter shall be completed by each and every principal in <br />the business. A principal in the business includes all owners, shareholders, <br />partners, directors, officers and managers. The city manager may exempt <br />certain principals from completing an applicativn if the city manager deter- <br />mines that granting such an exemption is consistent with the objectives of <br />this code, and where the business demonstrates to the satisfaction of the <br />city manager that those principals play na role in the operation of the <br />company. <br />t2} An applicatian for a ]icense, or for renewal of a license re- <br />quired by this chapter shall be accompanied by an application fee in the <br />amount set by the city manager. The applicatian fee is not refundable. <br />~3} .An applicant sha11 make a request for a license on forms pra- <br />v~ded by the c~ ty manager and shall ~ nc1 ude all requested information and <br />attachments. Review of an application shall not begin until all requested <br />information has been provided. Except as provided in subsection ~4} of this <br />section, if an applicant fails to submit required information within 30 days <br />from the date the application is filed, the application shall be deemed with- <br />drawn. <br />~4} When reviewing the applicatian, the city manager may require <br />the applicant to supply ~nfvrmat~on necessary to determine under section <br />3.050 the applicant's qualifications for the license. A request for addi- <br />tional information under this subsection shall be in writing, and shall <br />specify a reasonable date by which the information must be submitted. The <br />application shal 1 be deemed withdrawn i f the information i s not submitted by <br />the date specified. <br />~5} The city manager shat 1 issue a deci si on on the applicatian <br />within 30 days of the submi ssi an of a compl ete application form and al 1 re- <br />quested attachments. <br />~6} An applicatian shall be deemed withdrawn if the applicant <br />fa~1s to deliver to the city manager, w~th~n 30 days after approval of the <br />application, any documents required as a condition of approval. <br />~1} If an application is deemed withdrawn under subsections ~3}, <br />~4}, or ~6} of this section, there shall be no refund of any fees paid by <br />the applicant. <br />~8} A separate license must be obtained for each 1 ocati on at <br />which the 1 i tensed activity i s conducted . <br />Section 7. Licenses, permits and certi- <br />f~cates issued under this chapter shall not be transferred to any <br />other person except where expressly allowed by this chapter, and only with <br />Ordinance - 6 <br />
