Section 5. Subparagraph ~f} of Section 4.876 of the Eugene Code, 1911, i s hereby amended to provide ' ~ ities Requir~ng__Permits. Except for parti- 4.876 Pe estr~an Ma - Activ ci pants i n a ci ty sponsored event, no person or business shal l con- duct any of the fallowing activities without first receiving a mall activity permit: ~f} Operating or parking a motor vehicle on a street which is closed. Section 6. The Downtown Design Project Summary Report attached as Exh l bi t A pravi des for motor vehicle and bicycle traffic on Wi 11 amette Street, Olive Street and a portion of Broadway Street now closed to vehicular traffic. Notwithstanding the provisions of Sections ~, 4, and 5 of this Ordi Hance, no person not presently authorized to operate or parka vehicle on the Downtown Mall may da sa until the electors of the City authorize the specified streets to be opened and appropriate signs and/or signals are erected therefor. Fail - ure to comply with this provision shall subject the violator to the penalties set forth in Subsections 4.9904}~5} of the Eugene Code, 1971. Section 7. Approval of this Ordinance by the electors of the City shall constitute elector authorization to open the downtown streets to vehicular traffic as specified i n Exhibit A to the full extent that such authorization i s required by this Ordinance and any other provision of 1 aw. Section 8. Ordinance Na. 15907 is hereby repealed. Section 9. This Ordinance shall become effective upon approval by the voters of the City.
