2. The Downtown Design Committee was composed of across-section of downtown <br />property, retail business, employee, resident and other interest groups in the downtown area. <br />There was broad community representation an the Retail Task Force, including a representative <br />from Lane Transit District. <br />3. Approval of the Downtown Design by the electors of the City of Eugene has been <br />sought by referring City of Eugene ordinance No. to the voters for approval or rejection <br />at the May 21, 191 election. This is the last and most significant citizen involvement step in the <br />development and implementation of the proposed Downtown Design. <br />ZZZ. Downtown Plan <br />The Metro Plan is supplemented by more detailed refinement plans, programs and policies. <br />Two refinement plans are directly relevant to the proposed Downtown Design: The Downtown <br />Plan and TransPlan. <br />A. Downtown as Commercial Center Destination Point and Nei hborhaod Element. ;Ten <br />policies of the Downtown as Commercial Center, Destination Point and Neighborhood Element <br />of the Downtown Plan are relevant. These are Policies 1, 2, 3, 4, G, 7, 10, 12,13 and 1G on pages <br />14 to 1G of the Downtown Plan, which provide as follows: <br />"PolicX_~. Recognize and reinforce diverse functions in the downtown." <br />"Pol~,~icy 2. Promote intensity of development and use." <br />"Pol,~ ic~3. Maintain and improve the downtown's ability to serve as a major <br />employment center, including attention to maintaining downtown as ahigh-quality <br />work environment for employers and employees." <br />"Pol.iG~4. Strengthen downtown's role as a destination point far cultural and tourist <br />activities and assist local businesses in capturing possible economic spin-offs." <br />"Pal~cv G. Recognize the need for the mall to remain apeople-oriented place while <br />providing an attractive environment for business." <br />"Polk 7. Enhance and maintain public facilities and services to promote a positive <br />image and increase use of downtown." <br />"Polk 14. Provide space downtown for public gatherings." <br />"Polk 12. Encourage street activities that occur daily, weekly, monthly, or <br />seasonally." <br />"Polio 1:3. Enhance existing modes of nighttime activities and improve the <br />pedestrian routes used between such centers." <br />"folic 1G.
