All transportation modes were considered and addressed in the drafting of the <br />proposed Downtown Design. A representative of the Lane Transit District was on the Retail Task <br />Force. The Downtown Design Committee considered bus access to the reopened streets. Design <br />constraints were placed on the width of the streets in order to avoid bus access to the convertible <br />streets of Willamette Street and East Broadway. The design of dive Street would allow for signed <br />bicycle routing on dive between ~3th and 5th Avenues. fin-street bicycle lanes were considered <br />but determined to be not feasible given the desire to retain wide sidewalks and other design <br />constraints. Bicycle access would be allowed on Willamette and East Broadway when such streets <br />are opened. Sidewalks and pedestrian ways have been included in the Downtown Design and in <br />the reconstruction of Willamette, East Broadway and Clive Streets. Provision for bus turnouts, <br />passenger shelters and passenger loading improvements were considered in the proposed Downtown <br />Design but were determined to be unnecessary at this time. The current mall bus transit station <br />is located on 14th Street immediately south of the redeveloped portions of the mall. Appropriate <br />street lighting and landscaping are included in the prposed Downtown Design. <br />~. Policy AM-4 is satisfied in a variety of ways. Wide sidewalks and a designated <br />bicycle route are called for in the proposed reconstruction of dive Street as part of the Downtown <br />Design. Wide sidewalks and "convertible" streets are proposed as part of the design to provide for <br />pedestrian travel and continued use of the affected portions of Willamette and East Broadway. <br />The restroam facilities which are part of the central plaza area will be accessible to the disabled. <br />Wheelchair ramps will be provided at intersections. <br />V. Conc~~~s~on <br />There is no comprehensive plan policy or objective which directly precludes the reopening <br />of certain streets of the Downtown Mall to motor vehicle traffic ar that prevents implementation <br />of other features of the proposed Downtown Design. Whether the proposed Downtown Design <br />better implements applicable policy than the current mall design is a matter of judgment, ~t is the <br />City Council's determination that implementation of the proposed Downtown Design is in the <br />community's best interest and that such implementation carries out the community's goals far <br />downtown. <br />Exhibit B -Page 11 <br />
