ORDINANCE NO. _~~ AN ORDINANCE PROVIDING FoR'~ITHDRAWAL FROM THE RIVER RQAD HATER DISTRICT AND RIVER ROAD PARK AND RECREATIaN DISTRICT, THAT PART aF THE DISTRICTS ANNEKED Ta THE CITY of EUGENE BY THE LANE COUNTY LaCAL GaVERNMENT BOUNDARY CoM~+iISSION aN JULY 3, 1990 ~PASCHELKE~ EC EU 90-15~~ AND DECLARING AN EMERGENCY. The City Council of the City of Eugene by Resolution No. 4222 adopted January 28, 1991, proposed withdrawal from the River Road Water District and the River Road Park and Recreation District that part of the Districts annexed to the City on July 3, 1990 by Notice of the Lane County Local Government Boundary Commission, as hereinafter described. The Resolution set March 4, 1991, at 7:30 p.m. , Pacific Time, in the Council Chambers, City Hall, in Eugene, Oregon, as the time and place for hearing objections to the withdrawal, and directed that notice of the time and place of the hearing be published once each week far two consecutive weeks prior to the hearing and be posted in four public places in the City for the same period. The Notice has been so published in the Register Guard and posted in four public places in the City of Eugene, Oregon. The City is willing to assume the liabilities and indebtednesses previously contracted by the Districts proportionate to the part of the Districts that have been annexed to the City upon the effective date of the withdrawal. The withdrawal of the annexed territory from the Districts is consistent with the fundamental principles and applicable policies of the Eugene-Springfield Metropolitan Area General Plan, and other adopted City policies, and it is in the best interest of the City that the territory be withdrawn. The territory in Lane County, Oregon, annexed to the City of Eugene on July 3, 1990, as bounded and described as follows: A parcel of land located on River Road north of Fir Lane and south of Briarcliff Ordinance -~ 1
