r_,~ <br />ORDINANCE NO . ~ "j- 3 <br />AN ORDINANCE PROVIDING FOR WITHDRAWAL FROM <br />THE RIVER ROAD HATER DISTRICT AND RIVER <br />ROAD PARK AND RECREATION DISTRICT, THAT <br />PART OF THE DISTRICTS ANNEKED T4 THE CITY <br />OF EUGENE BY THE LANE COUNTY LOCAL <br />GOVERNMENT BOUNDARY COMMISSION ON OCTOBER <br />2 ~ 1990 ~FALKENSTEIN~ EC EU 90-26~ AND <br />DECLARING AN EMERGENCY. <br />The City Council of the City of Eugene by Resolution <br />No. 4223 adopted January 28, 1991, proposed withdrawal from <br />the River Road Water District and the River Road Park and <br />Recreation District that part of the Districts annexed to the <br />City on October 2, 199D by Notice of the Lane County Local <br />Government Boundary Commission, as hereinafter described. <br />The Resolution set March 4, 1991, at 7:30 p.m. , Pacific <br />Time, in the Council Chambers, City Fall, in Eugene, Oregon, <br />as the time and place far hearing objections to the <br />withdrawal, and directed that notice of the time and place of <br />the hearing be published once each week for two consecutive <br />weeks prior to the hearing and be posted in four public places <br />in the City for the same period. <br />The Notice has been so published in the Register Guard <br />and posted in four public places in the City of Eugene, <br />Oregon. <br />The City is willing to assume the liabilities and <br />indebtednesses previously contracted by the Districts <br />proportionate to the part of the Districts that have been <br />annexed to the City upon the effective date of the withdrawal. <br />The withdrawal of the annexed territory from the <br />Districts is consistent with the fundamental principles and <br />applicable policies of the Eugene-Springfield Metropolitan <br />Area General Plan., and other adopted City policies, and it is <br />in the best interest of the City that the territory be <br />withdrawn. <br />NOW, THEREFORE, <br />THE CITY OF EUGENE DOES ORDAIN AS FOLLOWS: <br />Section 1. The territory in Lane County, Oregon, annexed <br />to the City of Eugene on October 2, 1990, as bounded and <br />described as follows: <br />A parcel of land located in the River Road <br />area of North Eugene, on Park Terrace <br />Ordinance -- 1 <br />
