~~ <br />~t <br />~c} A proposed change in zone classification of property; <br />td} A proposed annexation of property; <br />fie} A proposed designation, demolition ar moving of an his- <br />tor~ c 1 andmark; <br />~ f } A proposed quasi -judicial amendment of the Metropolitan <br />Area General Plan or of a Ref i nement Plan; <br />. fig} 0r any other matter in which a decision requires aquasi- <br />~ud~c~al land use hearing under this code or state law. <br />~3} The procedures set forth herein supersede any rules of proce- <br />dure ~Raberts Rules of Order} , resolution, bylaw, ordinance, or section of <br />this code i n conflict therewith, These procedures supplement the particular <br />land use decisional processes set forth in other parts of this code to the <br />extent that those processes are consistent herewith . Where these procedures <br />conflict with requirements of state 1 aw, state 1 aw shal 1 prevai ] , <br />~4} The procedures for conducting hearings other than original, <br />quasi -judicial evidentiary hearings on land use matters, including but not <br />1 i mi ted to 1 eg i sl ati ve hearings and appeal hearings, are set forth i n those <br />parts of th ~ s code ref ati ng to particular matters . <br />x.391 uasi -Judicial Heari n s -Notice. <br />~ 1 } Unl ess a provi si on of this code speci f i es a greater distance, <br />wry tten note ce of a hears ng shal 1 be mai 1 ed to the applicant and owners of <br />record and , to occupants of any property located within 100 feet of the prop- <br />erty that ~ s the subject of the notice. The identity of the owners of re- <br />cord shall be determined from the most recent property tax assessment roll. <br />~2} The notice shall; <br />~a} Explain the nature of the application and the proposed <br />use or uses which would be authorized i f the application were <br />approved; <br />,fib}, Identify the applicable criteria that apply to the <br />appl ~ cats on at ~ ssue; <br />~c} Set forth the street address or other easily understood <br />geographical reference to the subject property; <br />~d} State ,the date, time, and 1 ocati on of the hearing; <br />fie} Identify the hearings body; <br />~ f } State that a copy of the app1 i cat i on, all documents and <br />eve dance rel ~ ed on by the applicant, and the ful 1 text of appl i - <br />cabl a criteria are avai 1 abl a for immediate inspection and that a <br />cagy of the staff report will be available far inspection at least <br />seven days before the hearing, such inspection to be at no cast, <br />The notice shall further state that copies of these materials will <br />be provided upon payment of the charge set by the city manager <br />pursuant to section x.020 of this code. <br />f fig} .
