L-:z.-"1s1 -QJ----_... <br />~'\; .,~'*~' ",~..J.~L....,.-~---....",,--_...'" <br /> <br />ADMINISTRATIVE ORDER <br />of the <br />CITY MANAGER <br /> <br />EMERGENCY RULE - DETECTIVE/SECURITY AGENCY <br /> <br />FINDINGS: <br /> <br />A. A Bob Dylan/Grateful Dead concert has been scheduled for <br />Autzen Stadium on July 19, 1987. <br /> <br />B. It is anticipated that a large crowd, estimated at <br />approximately 40,000 persons, will attend the concert. <br /> <br />C. Festivities such as this event present unique problems <br />of crowd management and control, and will require the services of <br />approximately 150 private security personnel. <br /> <br />D. Creative Security, Inc. has sufficient personnel who <br />have been specially trained in crowd management and has provided <br />security services for similar events in the past. POlice, Fire & <br />Emergency Services personnel advise they have worked with Creative <br />Security, Inc. in the past, been impressed with the expertise of <br />its employees in large crowd situations, and indicate utilization <br />of personnel with this degree of training will lessen the demand <br />on City police personnel. The sponsor of this concert, Double T <br />Productions, has engaged the services of Creative Security, Inc. <br />in the past, and wish to use it for this concert as well. The <br />University of Oregon has also expressed interest in hiring Crea- <br />tive Security, Inc. to provide security for the University run <br />campground which will be provided in conjunction with the concert. <br /> <br />E. None of the currently licensed security agencies within <br />the City have a sufficient number of employees specially trained <br />in this type of crowd management and control to meet the estimated <br />need. <br /> <br />F. Rule B. 2 of the Detective and Security Agency Rules <br />adopted December 23, 1985 requires a fee of $25.00 for certifica- <br />tion of each detective or security officer. Compliance with this <br />requirement for this single event would place a severe and undue <br />financial burden on Creative Security, Inc., and the fee should be <br />reduced to $5.00, which will, in this instance, reimburse the <br />City I S expense in performing background police checks since all <br />personnel have been previously checked by another jurisdiction. <br />Security officer Certification cards issued under this emergency <br />rule will be effective only for th duration of the time Creative <br />Security, Inc. is retained to provide security services for either <br />the Bob Dylan/Grateful Dead concert or the associated University <br />of Oregon sponsored campground. <br /> <br />G. Failure to act promptly to authorize a reduction in the <br />certification fee may result in Creative Security, Inc. declining <br /> <br />Emergency Rule - 1 <br />
