in the Downtown Development District established by section 2.1543} of this <br />code. <br />~2} This section applies to the following persons within that <br />area enclosed and bordered by 4th Avenue, Patterson Street, 14th Avenue, <br />and Jefferson Street: <br />~a} Those employed in the area. <br />fib} Those who employ others in the area. <br />~c} Those who reside in the area. <br />~d} Those registered as guests at hotels or motels in the <br />area. <br />~3} Except on Sunday or holiday or upon conditions and payment of <br />charges or rates established in this chapter, no such person may, While in <br />his ar her place of employment, while in his or her residence, or while in <br />such a hotel or motel, parka motor vehicle between 7 a.m. and 6 p.m, on any <br />day in an on-street or off-street parking place provided in the district by <br />the city. <br />Section 3. Subsection ~1} of Section 5.33 of the Eugene Code, 1971, <br />is amended to provide: <br />5.233 Information far Control of Parkin in Downtown Develo ment District. <br />~1} Upon receiving a request from the city manager or the manager's <br />designee: <br />~a} An employer of a person employed part-time or full-time <br />in the district shall furnish the city with the full name of the <br />employer and the employe. <br />fib} A person self-employed part-time or full-time in the <br />district shall furnish the city his or her full name. <br />Section 4. Anew Section 5.276 is hereby added to the Eugene Code, <br />1911, to provide: <br />5.216 Authorit to Mark Vehicles. A police officer, parking control <br />officer or community service specialist may mark motor vehicles <br />that are parked, standing, or stopped to aid in the enforcement of parking <br />regulations. Such mark shall be made by chalk upon the tires of the vehicle <br />or by some other convenient method that will not injure ar damage the vehicle. <br />Marks so placed shall not be interferred with, concealed, or obliterated yr <br />erased,by any person other than a police officer, parking control officer, or <br />community service specialist while the vehicle remains parked, standing or <br />stopped at the place where the vehicle i s marked . <br />Section 5.
