ORDINANCE NO. ~~6 3O <br />AN ORDINANCE AMENDING THE EUGENE- <br />SPRINGFIELD METR4FQLITAN AREA GENERAL <br />PLAN. <br />The City Council of the City of Eugene finds as follows: <br />1. The City of Springfield has initiated amendments to <br />the Eugene-Springfield Metropolitan Area General Plan Metro <br />Plan} pertaining to the types of activities allowed on lands <br />designated far certain industrial uses. <br />2. Adoption of these proposed amendments has been <br />recommended by the Metropolitan Area Planning Advisory <br />Committee and by the Eugene Planning Commission. Notice of <br />the public hearings before the Planning Commission and City <br />Council has been given as required by Eugene Code, 1971, <br />Section 9.134. <br />3. The proposed amendments to the special light <br />industrial designation are necessary because circumstances <br />have changed in a substantial manner from those originally <br />contemplated in the Metro Plan. As noted in the incorporated <br />findings, the current trend for business and industrial park <br />development is to allow for a greater mixture of office and <br />industrial uses and more flexibility in parcel sizes. The <br />intended uses of the designated special light industrial <br />tracts have failed to materialize. Circumstances have <br />changed with respect to expected industrial land needs. <br />4. The proposed special light industrial designation <br />amendments also reflect a change in public policy toward more <br />flexibility in industrial land uses. The amendments better <br />implement Metro Plan Economic Element Policies 6, 7, S, 9, <br />10, 14, 17 and 19. <br />5. Subsequent to the adoption of the text of the <br />light-medium and heavy industrial plan designations, the <br />cities of Eugene and Springfield adopted implementing zoning <br />districts allowing for broader uses than allowed by the Metro <br />Plan text. There has been a change in public policy on <br />allowable uses in such industrial areas since adoption of the <br />original Metro Plan language. <br />6. The proposed plan amendments are consistent with <br />applicable Statewide Planning Goals, the fundamental <br />principles and applicable policies of the Metro Plan, and <br />other City policies as shown in the findings attached as <br />Exhibit A and incorporated herein by reference. <br />Now, THEREFORE <br />Drdinance -- 1 ~... <br />
