<br />FINDINGS AND RECOMMENDATIONS <br />PROJECT: SEWER PUMP STATION ON WALTO~T LANE, 130a FEET NORTH aF <br />HONEYWOOD STREET, TO SERE STERLING vIEW ESTATES PHASE <br />II AND CONTINGUOUS PROPERTY CURRENTLY OUTSIDE CITY <br />LIMITS ~ CONTRACT 88--08 ~ <br />BACKGROUND <br />This project was initiated by a petition from the developer for <br />an existing undeveloped subdivision. The properties petitioning <br />for the improvements will bear 27.4 percent of the improvement <br />costs. Since the initial petition five lots have been Bald, the <br />new property owners have been notified of the assessment hearing. <br />The developer will bear the cost of improvements for the other <br />properties within the subdivision. <br />Based on the petitions, the City Engineer initiated the project, <br />as provided for in the Eugene Code 7.10 ~ 8 ~ , on April Z5 , 1988 <br />Property owners were notified of the pending award hearing 10 <br />days prior to the hearing. The project was authorized for <br />construction by the City Council on June 27, 1988. The low bid <br />was submitted by EMK Contractor ; Inc . , for an amount of <br />$81,900.00. <br />PROJECT <br />The project includes sewer pump station and 2 1/2 cent levy <br />charges. <br />ASSESSMENT <br />Under City of Eugene assessment policy, most of the cost is <br />assessed to the abutting property owners, The costs. to be <br />assessed are shown below: <br />Pump Station $239.98 per lot <br />Levy charge (2 1/2¢> $150.01 per lot <br />Costs listed below are the Engineer's estimate and preliminary <br />costs quoted to the property owners at the award hearing <br />following bid opening, <br />Pump Station $550.00 per lot <br />Levy Charge (2 1/2¢> $195.00 per lot <br />~`INDING AND RECOMMENDATION <br />Costs are comparable to projects of similar size and are lower <br />than prelimiary costs quoted at the award hearing.
