US Senate Bill 3725 <br />Ms. Wilson referred committee members to a memorandum in the meeting packet entitled US Senate Bill 3725— <br />Green Jobs and Infrastructure and said the bill would provide funding for green jobs and infrastructure as well as <br />funding that allowed local manufacturers to retool their businesses. It would provide grant funding for green <br />construction, green job education, and would benefit communities from increased wages for green jobs. <br /> <br />Ms. Ortiz, seconded by Mr. Poling, moved to support the bill at a level of Priority 1. The motion <br />passed unanimously, 3:0. <br /> <br />Ms. Wilson indicated she would draft a letter of support for the mayor’s signature. <br /> <br /> <br />8. United Front <br />Ms. Wilson noted the March 2009 dates for the United Front visit to Washington, DC. Ms. Ortiz stated she would <br />also be going on the United Front trip. <br /> <br />Ms. Wilson referred the committee to a document entitled City of Eugene Federal Priority Projects. She indicated <br />that Congress expected to present a budget to the new president in February and she believed several of the City’s <br />existing priorities could be funded. She reminded the committee that generally, projects remained on the list until <br />they were funded. The list included both current and new projects. She recommended the committee retain the <br />current list of projects with the exception of West Eugene Wetlands Environmental Education Center because the <br />status of the project had changed. Mayor Piercy said that fund raising for the center had been very challenging, and <br />the Willamette resource and Education Network (WREN) and Bureau of Land Management staff had not been able <br />to secure the matching dollars needed to move the project forward and indicated that they would need more time. She <br />did not think it wise for the City to continue to seek funding for the project when it had not been able to do what it <br />said it was going to do. Ms. Wilson observed that nothing prevented the City from putting forth the project again as <br />a federal priority in the future if the status of the project changed.. <br /> <br />Ms. Taylor asked about the incoming president’s statement that there would be no legislative earmarks. Ms. Wilson <br />clarified incoming President Obama had stated that there would be no earmarks in the economic stimulus package. <br />She anticipated that earmarks would be reduced somewhat but not altogether eliminated. <br /> <br />Mr. Poling, seconded by Ms. Ortiz, moved to continue the current list of federal priority projects, <br />with the exception of the West Eugene Wetlands Environmental Education Center.
