Sections 1 and 2 of the bill provide that information which is part of investigations being conducted by DPSST (generally on the fitness of police officers, firefighters, or paramedics to maintain certification) be confidential until the investigation is complete, and a final report is issued. We support this, because it is in many cases necessary to keep such information confidential during an investigation to keep from compromising the investigation. Section 3 provides that records provided to DPSST for such an investigation which were already confidential will retain that confidentiality, both during and after the investigation. We support this because there was already a legal basis for the confidentiality of the information, and that should not change simply because the information was used as part of an investigation. If this provision is not there, one of two results will occur: either DPSST will not get the information it needs to conduct the investigation because the holder of the information does not want to compromise its confidentiality, or the information will lose the confidentiality which it already had simply because it was needed for an investigation. 9
