Modification of standards requires conditional use <br />permit approval. <br />~c) R-3 and R-4 Districts: Total number of guest rooms plus <br />the owner or innkeeper's unit are limited to the number of dwe11- <br />i ng units otherwise permitted i n the district. <br />~7} Churches: Must conform to special setback requirements in <br />section 9.554. <br />~$} C1 i ni cs: <br />~a) R-3 District: No new clinics shall be permitted in the <br />following described area: Beginning on 13th Avenue and Willamette <br />Street then south on Willamette Street to 19th Avenue, then east <br />on 19th Avenue to Patterson Street, then north on Patterson Street <br />to 1$th Avenue, then east on 18th Avenue to Hilyard Street, then <br />earth on Hilyard Street to 13th Avenue, then west on 13th Avenue <br />to Willamette Street. <br />fib) R-4 District: <br />1, Permitted outright in the following area: Beginning <br />at Broadway and High Street, then south on High Street to 11th <br />Avenue, then east on 11th Avenue to Kincaid Street, then <br />north on Kincaid Street to Franklin Boulevard, then west on <br />Franklin Boulevard and Broadway to High Street. Permitted <br />conditionally except as described i n ~b}2. bel aw. <br />~. Prohibited in the following area; Beginning at 13th <br />Avenue and Hilyard Street,then south on Hilyard Street to <br />18th Avenue, then east on 1Hth Avenue to Kincaid Street, then <br />north on Kincaid Street to 13th Avenue, then west on 13th <br />Avenue to Hilyard Street. Clinics in existence on April 14, <br />1982 within this described area shall remain conditionally pe e- <br />mitted, with expansion of any existing clinic limited to the <br />area under development control by the existing clinic as of <br />December 1, 1981. <br />~ 9} Commercial , Limited Scale, R~-4 District: <br />~a) The hearings official may reduce or delete required <br />parking in connection with individual commercial uses upon speci- <br />fically finding that the need for parking as normally required is <br />not likely to exist. <br />fib) Commercial and service uses are allowed on the first <br />floor only. <br />~c} Each commercial or service use may occupy a maximum of <br />1,200 square feet of grass floor area. <br />~d) Buildings occupied by commercial or service uses must <br />contain at least four stories above ground level. <br />fie) Medical offices include licensed physicians and other <br />practitioners of the healing arts. <br />~ f ) Restaurants do not include dri ve--i n s or walk-ups. <br />~1D) Day Care and Group Care Facilities: <br />~a) Day care ~~faci~~~~ties established after September 21, 19$3 <br />must conform to the fallowing standards: <br />1.
