<br />Section 1.. Section 2.013 of the Eugene Code, 1971, is amended by
<br />deleting the reference therein to "Garbage Board" and inserting in alpha~-

<br />Section 2.235, E.C., 1971
<br />Section 2. Section 2.235 of the Eugene Code, 1971 is hereby amended,
<br />and anew section 2.240 added thereto, to read and provide:
<br />Refuse and Recycl~n Board Cr,~

<br />refuse and recycling board for the city that shall be comprised of
<br />three voting members, and vne ex-officio member knowledgable in the area of
<br />solid waste disposal. Members shall be nominated by the mayor and appointed
<br />by the council to serve fora two-year term. All members shall serve with
<br />out compensation.
<br />2.240 Refuse and Recyclin Board - Powers and Duties. The board shall
<br />meet at the request of the city manager or designee and shall have
<br />the following powers and duties:
<br />~a} To propose to the city manager new or revised rules
<br />necessary to implement this code.
<br />fib} Upon request of the city manager, to review new app1i~
<br />cations, renewal applications, performance of licensees, fee
<br />revision requests, and complaints, and to make a written report
