3.275 Refuse - Refuse Collection Rate. <br />~ 1 } A11 co1~1 ectors ~~~~~~except~ those who cal 1 ect only recycl abl es, <br />shall charge at least the minimum rate established under this chapter. <br />~2~ The minimum monthly rate shall be set by the council after <br />consideration of the following: <br />~a~ Rates charged by collection services in other Oregon <br />cities; <br />~b~ The most recent January Consumer Price Index CPI-~} <br />for Portland, Oregon; <br />~c~ The current schedule of any rates required by Lane <br />County; and <br />~d} Proposals made by collectors regarding an appropriate <br />minimum rate. <br />~3~ The minimum rate established under this chapter shall be just, <br />fair and reasonable in light of the interests of the public and the collec- <br />tors. <br />3.280 Refuse - Dis oral of Collected Refuse and Recyclables. All <br />collectors shall dispose of refuse at sites authorised by Lane <br />County, except that refuse to be used for agricultural or feeding purposes <br />ar recyclables shall be disposed of in the manner appropriate to future use. <br />3.282 Refuse - Eu ene Pedestrian Mall. <br />~1} No collector shall operate a vehicle in the Eugene Pedestrian <br />Ma11, as defined in section 5.010 of this code, from 7:45 a.m. to 9:15 a.m.~, <br />or from 4:00 p.m. to 6:00 p.m., Monday through Friday, unless the collector <br />obtains express permission from the city. <br />~2~ The city may grant such permission to allow collection of con- <br />struction, demolition or restaurant debris if the public health or safety so <br />requires. <br />Sectian 4. Subsection ~4~ of Section 8.200 of the Eugene Code, 1971, <br />is amended to read and provide: <br />8.200 Uniform Fire,,.Code.,-, Excea~ti,o,ns, Amendments. <br />~4~ Section 4.101 of the Uniform Fire Cade is amended to read: <br />Section 4.101 - A lications for Permits. Permits for blasting, <br />installation of flammable liquid tanks, auto display and all other permits <br />specifically designated as requiring appl i cati an to the Bureau of Fire Pre- <br />vention shall be applied for at and obtained directly from the Bureau of <br />Fire Prevention . A11 other applications far permits required by this code <br />shall be made to the city pursuant to the provisions of chapter 3 of the <br />Eugene Code, 1971. <br />Sectian 5, The administration of the City~s business license regula- <br />tions affect the public health, safety and welfare, and in order to insure <br />Ordinance ~ 26 <br />
