D. Seven lengthy study sessions were conducted by the Planning Commission after the public hearing to address issues raised concerning the Study, Based on the oral and written testimony received by the Planning Commission and its awn discussions and review, on June 24, 1985 the Planning Commission submitted its recommendation to the Council that the Study be adopted, subject to certain modifications, E.
