On July 17, 1985 the City Council conceptually approved the draft Riverfront Park Study and initiated an amendment to the Metro Plan as recommended by the Planning Commission, 7. Initiation of the plan amendment prior to completion of the mid--period review was because economic diversification i s a high priority for the City of Eugene, early processing of such an amendment will provide the opportunity for site development during the 1986 construction season, and an early amendment is needed as a prerequisite for forming a tax increment district in the Study area , $.
