<br />ORDINANCE NO. 20186 <br /> <br /> <br />AN ORDINANCE ADOPTING AN UPDATE TO THEEUGENE <br /> <br />AIRPORT MASTER PLAN, A REFINEMENT PLAN OF THE <br />EUGENE-SPRINGFIELD METROPOLITANAREA GENERAL <br /> <br />PLAN (METRO PLAN); AMENDING THEMETRO PLAN <br /> <br />DIAGRAM TO RE-DESIGNATE PROPERTYCONSISTENT <br /> <br />WITH THE AIRPORT MASTER PLANREFINEMENT PLAN DIAGRAM; <br /> <br />AMENDING THEEUGENE-SPRINGFIELD METROPOLITANAREA <br /> <br />TRANSPORTATION PLAN AND <br />PUBLIC FACILITIES PLANTO ADD THE GREEN HILL ROAD <br /> <br />REALIGNMENTPROJECT; ADOPTING A SEVERABILITY <br /> <br />CLAUSE; ANDPROVIDING AN EFFECTIVE DATE. <br /> <br /> <br />The City Council of the City of Eugene finds that: <br /> <br /> <br />A. <br /> October 31, 1990, the Eugene City Council enacted Ordinance No. 19730 <br />adopting the Eugene Airport Master Plan as a refinement to the Transportation Element of <br />the EugeneSpringfield Metropolitan Area General Plan (Metro Plan). <br /> <br />B. <br /> On May 6, 1993, the Eugene City Council enacted Ordinance No. 19915, <br />amending the Metro Plan diagram and Lane County zoning for a portion of Tax Lot 100, <br />Map 17-04-07-00 to provide for expansion of air cargo facilities at the Eugene Airport <br />according to the 1990 Eugene Airport Master Plan. <br /> <br />C. <br /> On November 16, 1998, the Eugene City Council enacted Ordinance No. <br />20132, amending the Metro Plan diagram, Airport Master Plan On-Airport Land Use <br />diagram and Lane County zoning for a portion of Tax Lot 100, Map 17-04-07-00 to <br />provide for further expansion of air cargo facilities at the Eugene Airport; and <br /> <br />D. <br /> Chapter IV of the Metro Plan sets forth procedures for amendment of the <br />Metro Plan, which for Eugene are implemented by Sections 9.118 through 9.136 of the <br />Eugene Code 1971. <br /> <br />E. <br /> In 1998, the City of Eugene began work on an update of the 1990 Eugene <br />Airport Master Plan and, in May 1999, initiated amendments to the Metro Plan to allow <br />concurrent processing of the Eugene Airport Master Plan and related implementing <br />measures (Eugene File RA 99-6; MA 99-1). <br /> <br />F. <br /> On July 6, 1999, the planning commissions of Lane County, Eugene and <br />Springfield held a joint public hearing to consider the proposed update to the Eugene <br />Airport Master Plan and implementing amendments. <br /> <br /> <br />Ordinance -1 <br /> <br /> <br />
